This act divides the policy into two sections: one for the establishment of integrated resorts, including casinos, and the second for overseeing and managing the casinos themselves. It also defines specified integrated resorts as complexes that include a casino and related venues like international convention centers, nā wahi hōʻikeʻike, and areas for cultural and tourism activities.

Planning and Development Process

As part of this initiative, the Japanese government will create a basic policy outlining development goals, operational measures, and approval procedures for the integrated resorts. Local agencies will then be tasked with crafting an operational policy that aligns with the national guidelines, addressing the location, size, and scope of the resorts. This policy will also include strategies for selecting private operators and ensuring that any negative impacts, particularly those related to casino operations, are mitigated.

If local agencies fail to develop this policy, private companies interested in operating the resorts can propose their own plans, which must then be approved by the government.
